Knight Point Systems and our partners have established a new informational site regarding Department of Homeland Security’s EAGLE II Acquisition.  This site contains the relevance and experience of the Knight Point Team, and other material to help program stakeholders understand the full scope and details of Knight Point’s current DHS activities and the full Knight Point Team value proposition for EAGLE II.

EAGLE II Overview

EAGLE II is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology solutions through performance of a wide range of support services. Knight Point Systems is priming the DHS EAGLE II Small Business Track for Functional Category 1 - Service Delivery under the Service-Disabled Veteran Owned category.  Knight Point has established a team with proven experience delivering a full range of services and solutions in support of developing, implementing, and maintaining technology that supports the DHS mission and its business functions.

Charles Randolph has over 20 years progressive IT experience relevant to the EAGLE II PM position including experience with the EAGLE IDIQ contract as well as other similar IDIQ contracts. Currently Director of IT Operations, Strategy and Capture responsible for managing all aspects of technology operations, strategy, business capture and providing innovative and cost effective solutions to customers. Proven Contract PM (CPM) with experience in all FC 1 requirements - engineering, designing, operating and managing large scale enterprise IT infrastructures. Eight years experience in managing large IDIQ contracts with multiple, simultaneous TOs. Extensive experience in successfully interjecting innovation, process, value and quality into the enterprise. Managed 15 subcontractors, 400 task orders, 600 personnel, grossing over $700 million in revenue in support of a DHS EAGLE CBP contract. As PM and subcontractor PM, managed additional TOs on several DHS First Source teams. Known for his supportive leadership style that engenders a customer/team partnership and atmosphere resulting in customer confidence, low turnover, cost control, schedule and personnel management, and quality services for customers. Management skills are grounded in certifications he holds in core disciplines such as PMP (PMI), Information Technology Infrastructure Library (ITILv3), Capability Maturity Model Integration (CMMI), International Organization for Standards (ISO) and Total Quality Management (TQM). Leadership training enhanced through 11 plus years of service in the USMC enlisted and officer ranks. 

Knight Point Quality Assurance Program

 

The Knight Point Quality Assurance Program ensures that requirements and expectations are met with the highest quality. Our approach consists of an overall EAGLE II Program Quality Control Program (QCP) and Quality Assurance Surveillance Plans (QASPs) for every TO.  The goal is to prevent any quality problems through our 15-step CMMI-based quality assurance guideline and our process-driven EVM management environment. Our Quality Control Plan covers two levels: (1) EAGLE II Contract Level, based on compliance with overall contract requirements and metrics; and (2) EAGLE II Project/TO Level, based on the specific requirements of each TO. QASPs are required for all Project/TOs keyed to the nature of the services/work performed. Evaluation methods are comprised of Peer Reviews, Third Party Independent Assessments, Planned Sampling and Process Validation, QC Sampling and Process Validation, Customer Satisfaction Surveys, Confidence Level, Incidental Inspections, and Analysis of Results. QC Inspection/Audit Planning consists of checklists developed by function and output; inspections/audits planned monthly; scheduled but unannounced reviews; and pass/fail tests. We have active QC programs (audits, etc) for our current TOs/Projects.

 

The EAGLE II Quality Control Manager (QCM) and EAGLE II PM jointly establish the quality measures identified in as they relate to EAGLE II FC1 SOW performance requirements and resources for surveillance requirements, develop service delivery summaries and performance objectives, and measure each against metrics. The QCM produces reports at least monthly and at other times when situations warrant, and provides them to KPS COO/CEO with copies to EAGLE PM and TOPMs.

Knight Point’s 15-step Quality Assurance guidelines include the following process steps:

QA Plan and Process are reviewed for Customer, CMMI and KPS compliance

Prepare and conduct QA audit of project processes, product, deliverables

Observe project activities to ensure project processes are being adhered to and products and deliverables are meeting quality standards

Report audit findings in a Quality Audit Report

Mr. Wallenhorst has over 10 years of progressive IT leadership relevant to the EAGLE II TC Position, including experience with multiple, complex IDIQ contract vehicles. Currently responsible for development of IT capture and proposal plans involving all teaming, IT industry awareness, and strategic oversight of technology programs. Works with multiple DHS components to bring innovative infrastructure solutions. Has strong understanding of DHS’ broader mission and goals. Accomplished PMP-certified professional with a record of success analyzing complex business needs of diverse Federal organizations and developing and implementing innovative solution strategies and processes. Extensive experience with Federal IT initiatives, from initial planning through implementation and post production O&M. Serves as an effective liaison between multiple business and technology teams, and has cultivated numerous partner relationships (including technology hardware, software, and services organizations). Proven ability to manage account relationships and large-scale programs. Demonstrated ability to win new business by bringing the right team and technologies to customers. Solid record for developing and delivering repeatable and technologically sound methodologies and tools that reduce project cost and delivery time.

As a Certified Business Resilience Manager (CBRM), he has assisted several organizations to streamline and protect their business operations through technology insertion. Extensive experience with business resilience planning re infrastructure and data center solutions, enterprise architecture, and business continuity.

As a TC, he has been the central point of contact for teaming Contracts & TORFPs similar to EAGLE II, for technology research and recommendations, and for coordination with KPS partners and technical staff to develop cost-effective and innovative solutions for DHS. He implemented Deltek GovWin task order teaming and technology research tool and utilizes the tool to manage vendor and teaming relationships to ensure that best value and cutting edge solutions are provided to customers. His Business Development experience spans many years across multiple Federal agencies, developing IT solutions in line with EAGLE II FC 1 of the RFP.

KPS Core Team Subcontractors

ARTI: 10+ years experience in DHS with over 50 personnel supporting various components. ARTI will provide FC1 support in LAN/WAN Engineering, Systems Design/Development and Human Capital Management; Help Desk and Desk Side Support Services, LAN/Server Administration, Network and Security Operations, and Data Center Operations. Specialty support in Technical surveillance measures, Greening, Cyber Security (FISMA, OMB and NIST standards), computer forensics, Penetration, Incident Response, and Vulnerability Scanning. CMMI ML3 in Project Management and in Services. TS facility clearance.

Federated IT: 6+ years of success across seven DHS components with 70 DHS support personnel. Federated IT competencies are aligned to DHS operational and technological requirements within FC1 and will support IT services for Tier II/Tier III level platform support, Information Assurance, Certification & Accreditation, Cyber Security Management, Intelligence and Law Enforcement Analytics and Operations support, Infrastructure and System Design / Development/ Implementation / Integration, Infrastructure Engineering Planning to include Concept of Operations/Analysis/ Requirements Definition, PMP and ITIL certified personnel. TS facility clearance. SCIF and IT Laboratory.

Citizant: 9+ years experience in DHS across multiple DHS components with 20 DHS support personnel. Experience in DHS EAGLE II in FC1 for Software Design and Development, IA, full range of O&M, National Information Exchange Model (NIEM), Data Quality, Data Management, and Enterprise Architecture Enterprise Wide Solutions. Citizant applies process maturity and expertise in trusted information sharing. CMMI ML3, ISO 9001:2008 and ISO 8000 certifications, PMP and ITIL certified personnel, and EVM practices. SEVA TEC: 5+ years experience in DHS across multiple components with 22 DHS support personnel. Sevatec has experience in DHS EAGLE II in FC1 for Software Design and Development, Integration, a range of Operations and Maintenance. Centers of Excellence in Project Management, Cloud Computing, and Data Management. Special capabilities in: ICAM, EVM, Single Sign On (SSO), PKI, Information Assurance, Information Rights Management, Data Warehousing, Knowledge and Content Management, Social Media, and Workflow Management.
